My best bet is that the translation is slightly incorrect.

It should probably read "yang lines occupy all yin positions"

If first and sixth line are not reckoned with then only the 2nd and the 4th
line are considered yin positions.
Both hex 28 and hex 34 have yang lines in these 2 positions so: "yang lines
occupy all yin positions"

There are 16 hexagrams which have "yang lines occupy all yin positions" ,if
we follow these criteria.

With the little bit of (old) Chinese I have seen, I know that the Chinese
sentences "yang lines all occupy yin positions" and
"yang lines occupy all yin positions" must be very similar or perhaps even
the same with the person reading it supposed to know
what is being talked about.

This is how old Chinese scriptures are continuously mistranslated, and
sometimes a small change makes a big difference in meaning...

I agree. It sounds very likely and more in tune with Wang Bi's approach
(ignoring first and top line), then what I said. Maybe someone should
contact Richard John Lynn.
